Hong Kong's legislative council has enacted a Stablecoin Ordinance, set to take effect August 1, 2025, imposing strict penalties for unlicensed promotion of fiat-referenced stablecoins (FRS). Violators face fines up to HK$50,000 (~$6,500) and six months imprisonment—a MOVE the HKMA says targets consumer protection and market order.

The law effectively bans retail traders from advertising or transacting with unlicensed stablecoins, narrowing participation to regulated entities. This follows global regulatory trends but could dampen Hong Kong's crypto hub ambitions by restricting a key onramp for retail investors.
